On March 9, 2015, residents at a special town meeting voted overwhelming (392 “Yes” to 6 “No” votes) to fund the feasibility study after a special election on February 23, 2015 passed with 359 “Yes” votes to 285 “No” votes.

Overview

Over the course of the last four years the Town of Millis has identified major facility needs at the Clyde F. Brown School and the Millis Middle/High School.  Since 2010, the Millis Public Schools (MPS) have submitted four Statements of Interest (SOI) to the Massachusetts School Building Authority (MSBA) in an effort to qualify for state aid to address critical facility needs .  The MSBA works with local communities to create affordable, sustainable, and energy efficient schools across Massachusetts through various grant programs that reimburse for school building renovations, repairs, and new construction.   Through one of these grants, Millis recently became eligible for up to 51% reimbursement of all approved expenditures associated with a facility project in line with a recent SOI. 

In May 2014, the MPS were extended an invitation into the grant funding process based on its 2013 Statement of Interest.  The 2013 Statement of Interest was submitted on April 5, 2013 [see attached application] and outlined the need to repair major building systems at the Clyde F. Brown School and to alleviate overcrowding.  Millis requested funding for either a renovation or addition at the Clyde F. Brown School to address the following three priorities:

1. Replacement, renovation or modernization of school facility systems, such as roofs, windows, boilers, heating and ventilation systems, to increase energy conservation and decrease energy related costs in a school facility.

2. Replacement of or addition to obsolete buildings in order to provide for a full range of programs consistent with state and approved local requirements.

3. Elimination of existing and severe overcrowding.

The 2013 SOI was originally denied but based on the inability of other towns to satisfy their MSBA requirements Millis was invited back into the process in May 2014.  The School Committee deliberated and decided to move forward in the process at its May 20, 2014 meeting.  The MSBA Board voted at its June 4, 2014 meeting to invite Millis into a 270 day eligibility period which commenced on June 18, 2014. 

To date, the Millis Public School District has completed all of its eligibility period requirements except for Town approval of funding for a feasibility study.  The feasibility study funding requires approval at both a special election and special town meeting.

•   The special election is scheduled for February 23, 2015.

•   The special town meeting is scheduled for March 9, 2015.

Over the course of the next two months, the School Committee will present information about the feasibility study to town boards and committees and will hold informational sessions for the community. 

The tentative schedule for these sessions is outlined below:
